Multi-Tiered System of Supports (MTSS)
A framework for providing targeted academic, behavioral, and social-emotional support to all students based on their individual needs.
MTSS ensures every student receives the right level of help to succeed through multiple tiers of intervention, increasing in intensity based on data-driven decision-making.
The Three Tiers
Tier 1: Universal
For all students
High-quality core instruction and proactive strategies in the general classroom.
Examples: Evidence-based teaching, positive behavior interventions, school-wide expectations
Tier 2: Targeted
For students needing extra help
Small group interventions for students who need additional support beyond Tier 1.
Examples: Reading groups, social skills training, short-term academic support
Tier 3: Intensive
For students with significant needs
Individualized, high-intensity interventions tailored to specific learning or behavioral challenges.
Examples: One-on-one tutoring, individualized behavior plans, specialized instruction

MTSS is a broader umbrella that integrates both RTI and PBIS, addressing academics, behavior, and emotional well-being together in one unified framework.
Data & Continuous Improvement
MTSS relies on continuous data collection to track progress and refine interventions:
- Universal screeners — Identify students at risk early
- Progress monitoring — Track intervention effectiveness weekly or biweekly
- Data-driven adjustments — Modify support based on what’s working
Example metrics:
- Test scores and formative assessments
- Attendance and tardiness
- Behavioral incidents and referrals
